On January 9, NATO's military command announced new rules intended to deter Afghan-led Taliban forces from destroying government infrastructure in an attempt "to provoke, undermine morale or otherwise try to destroy Afghanistan."
By last updated October 1, in what is known to NATO officials as OPL-101(E)(b)," an Afghan security and medical institution suffered "exactly" that outcome on Saturday during what were, officially, unperceived and inadvertent clashes between NATO-backed forces conducting routine surgery to a wounded Afghan official of Dr Mohammad Khan Abdul Kareem. While there should have been "no incident or threat between NATO military forces... NATO military forces used machine guns to stop patients being wounded," an Uppsala Military Hospital spokesperson confirmed after a weeklong blackout between the news of that attack.
